Background / Rational
Thailand is one of many famous and popular countries around the world for tourism industry. Many provinces in the Eastern Region of Thailand are situated on the East coast with many beautiful beaches and islands. There are many tourists coming to visit this part of Thailand. At the same time, when tourism business booms, these areas of Eastern Coast are also full of local Thai who migrate from other parts of Thailand to seek jobs; so do the people from neighboring countries. Pattaya City is much more advance with high promotion of tourism due to a big numbers of entertainment places and activities for tourists both Thai and foreigners as well as high facilities of advanced communication technology. The economic growth develops so fast in such an area within some specific group that other parts and other groups cannot follow. The gaps are continuously widening. All sorts of people come to Pattaya to make money, seeking opportunities, some in good and legal ways and others in bad and illegal ways. Many types of crimes are mushrooming, like exploitation, fraud, cheating, luring, .. all sort of crimes happening. The most vulnerable group for being exploited and victimized are the weaks and the children. This phenomena happen in Pattaya as well as in other areas and provinces around Pattaya, the Region 2 ( Justice system administration divides Thailand into 9 Regions plus one area of 3 Deep Southern Provinces)
With this phenomena of tourism concentration in Pattaya City, apart from genuine tourists, there are also many perpetrators, coming to be in Pattaya, living temporarily or staying permanently!!; these people like “unwanted” people or gangs such as paedophiles or child sexual abusers, child trafficking rings (for the purposes of sex or begging and other form of child exploitation ) and other kind of criminals and organized crimes gangs, many with warrant of arrest !
The Anti-Human Trafficking and child Abuse Center ( ATCC ) has been established in Pattaya in order to deal with the problems of human trafficking as well as child sexual abuse. Actually, the Director of ATCC and his team have been working in Pattaya on child protection, child trafficking and related issues for more than 15 years, under different name and umbrella. The main target group is the vulnerable street kids and children at risk of any forms of exploitation and abuse. Until around the end of 2011, this newly established center has become a part of FACE Foundation whose objectives, activities and strategies are similar.
ATCC aims at providing assistance to victimized children of sexual abuse and those who are victims of trafficking, for example, children who are forces to beg (child beggars), children in prostitution, children being coerced/ lured to be used sexually by foreigners (as the traffickers got more pay than providing them to the local people !)
The main activities, therefore, are two parts, namely,
monitoring cases of child sexual abuse in the prosecution process with the concentration on helping the victimized children both on social and legal aspect.
Provide assistance and help for these victimized children and children of other
kinds of vulnerability to develop themselves with life-skill learning/ training in our
ATCC center so that these children can get protection for safety and justice as well as grow up with qualitative life-skill development and can happily reintegrate into their own family or into normal society . This activities is under the project called
“Child Protection and Development Life skill Center”(CPLC)
Working on these issues, we normally cooperate and coordinate with the government officials especially social workers, medical personnel as well as police and prosecutors.
Beyond the case work, we also do the advocacy work with the concerned authorities at all policy level : local level ( the Pattaya City itself), provincial and national level. The advocacy work aims to push for changes and improvement of the laws as well as legal and social mechanism and services for the protection and justice of the vulnerable target groups. Objectives:
To Provide assistance to children and victims :
1.1 To help street kids, vulnerable children, child beggars and children who are
victims of any exploitation;
1.2 To provide necessities for survival, education and occupation training for these
target groups;
1.3 To provide life-skill training to the children so that they can reintegrate into
their own family or into normal society;
1.4 To raise awareness on the problems among the concerned government officials,
private sectors and the public so that they will cooperate and take part in solving
the problem seriously and concretely.
2.Monitor cases of child sex abuse and trafficking
2.1 monitor the legal cases of child sex abuse and trafficking;
2.2 surveillance and collect data about child sex abusers in the area;
2.3 to be coordinating center among Thai police and foreign liaison police officers,
embassies , Interpol and other agencies concerned such as MOJ, Office of the
Attorney General and MSDHS (Ministry of Social Development and Human
Security ) which have common work on these 2 issues : child sex abuse and
trafficking ;
2.4 Collect information and create database as well as statistics and lists of the cases
regarding prosecution;
2.5 To be Information Center on the issue of child sexual abuse , and on the trafficking
ring.

Methodology:
Pro-active action / operation : survey for vulnerable street kids in the risky places, popular places around the entertainment places in streets of Pattaya and try to convince them to leave such situation. For those who need shelter and care, they will be glad to join us and to live at our CPLC center.
The ATCC is the center for reporting the cases/ incidents about children in danger or in a risky situation. Once the incident is informed, if urgent rescue is needed, we immediately go to the scene with our specific police who are in our team. Some cases that need more surveillance prior to the operation, we will do it together with our network friends and volunteers.
Work on fact-finding about the children situation as well as about the perpetrators who exploit or abuse them; try to find out about the perpetrator’s details and other available document such as passport, ID card, accommodation, vehicle they use, telephone numbers and their behavior of abuse or their criminal record from concerned official agencies etc. Then record all details we got.
Provide/ share all information we obtain with network team for an operation, rescue or raid the target places or arrest the target persons.
After the operation, we will take care of the child victims as well as other victims, like those who have been our informants or witness of the incidents. In case of more serious incidents and they need more secret place, we will transfer them to other shelter or government shelter somewhere else. Other assistance will be provided while they are in our care, here at the Center.
Take care of the children in the prosecution process by taking them to meet the prosecutor – the owner of the legal case, and take them to the court hearing for testimony;
Coordinate with other government officials on related matters, such as witness protection, compensation for the damaged parties, education, process for them to get the ID Card or civil registration for example.
Arrange for the children to get proper education, occupational training, job finding etc. for their proper development while being with us.
Arranging for the family reintegration process for those who want and who can; for those who do not want to go back to their own family, (due to their particular circumstances), or those who have no one at all, they will be capable to lead their life normally and independently with the ability to reintegrate in the normal society.
Follow-up their well-being and evaluation.
Period of work
It is a continued project. The short term plan now is one year project (due to limited grant ) If it is possible for a Five-year-grant, that will be so helpful for ATCC and our children

Ab used children and vulnerable children are helped from exploitative situation ATCC and its network agencies and concerned officials;
Once ATCC operates fully, at least the first group of 30 street kids & vulnerable children will get proper education and/ or appropriate occupational training
From 2013 onward, assistance and services will be provided to more numbers of these target groups of children from out work with various agencies concerned and numbers of street kids in Pattaya be decreased;
More efficiency and effectiveness in the prosecution process and result for the perpetrators;
At least 15 cases of child sex abusers and trafficking will be in prosecution process;
