Excellency,
I am writing to you in response to a letter sent to Your Excellency by Mr.Suthep Thaugsuban, who claims to lead the People's Democratic Reform Committee (PDRC). I understand that the American Embassy has in recent years duly filed reports of political developments in Thailand and Your Excellency are well informed of events and key players involved. However, Mr. Suthep’s letter contains several false and malicious allegations which I beg to correct the distorted accounts and clarify certain points respectively as follows:
1. Mr.Suthep writes in his letter that “…the PDRC is a pro-democracy movement intent upon removing the dictatorial regime led by Yingluck Shinawatra, who has been empowered through and directed by her elder brother, Dr.Thaksin Shinawatra…” I wish to put the record straight that the government led by Prime Minister Yingluck Shinawatra has been democratically elected by the Thai people and gained the majority in the House of Parliament in accordance with democratic system. Therefore, Miss Yingluck’s government is obviously not “dictatorial regime” as falsely alleged. As of now, Yingluck’s government has come to an end after the dissolution of Parliament but is required by the Constitution to remain a caretaking government until the new government is put in place after the next general election. Miss Yingluck Shinawatra, as Prime Minister, can exercise her legal power under the Constitution the same way that Mr. Abhisit Vejjajiva, former Prime Minister and superior of Mr.Suthep did when in office.
2. Mr.Suthep in his letter alleges that “… For the past 13 years, the Shinawatra family has governed Thailand by a combination of tyranny, corruption, bribery, theft, and a complete disregard for human rights…” These allegations are false and unfounded. Thailand has never been governed by the Shinawatra family, but by the democratically elected government (except for a government formed after the coup in 2006) led by political parties of which individuals having Shinawatra as their family names are members. There are 3 parties, namely Thai Rak Thai Party, People Power Party, and Phue Thai Party, which have been formed in sequence and which were and has been supported by Dr.Thaksin Shinawatra and Miss Yingluck Shinawatra, as well as millions of Thai people. Those 3 parties have defeated the Democrat Party of which Mr.Suthep was a member in every single general election during the last 13 years and this may presumably causes Mr.Suthep to dislike and always libels the Shinawatra family. Mr. Suthep was a secretary-general of the Democrat Party who has never won any election over the parties supported by Dr.Thaksin Shinawatra. Please also be informed that while in office, Miss Yingluck Shinawatra has never resorted to violence and never issued an order to disperse the crowd which causes the loss of live.
3. Mr.Suthep in his letter also alleges that “… While both Thaksin and Yingluck were both elected by the people of Thailand, both their elections and their governance represent the gravest of violations of democratic principles - including vote buying and electoral manipulation by the state…”. These allegations are wholly wrong and unfair. Is Mr. Suthep accusing the Thai Election Commission of failing to hold free and fair election? In fact the 3 parties supported by Dr.Thaksin Shinawatra have won the free and fair elections, otherwise the Thai Election Commission will never declare the winning candidates and sanction the election results. The Thai Election Commission has power to issue a yellow or red card by calling the new election or disqualifying certain candidate who violates the election laws and in the past some candidates from the Democrat party of which Mr. Suthep was a member also violated the election laws.
4. Mr. Suthep writes in his letter that the PDRC strategy is based on non-violent civil disobedience and many of Thaksin's supporters have objected strenuously to their use of civil disobedienc. I strongly disagree that PDRC strategy is based on non-violent civil disobedience. On the contrary, some of the PDRC protesters have used violence such as trespassing, seizing and locking up government buildings, intimidating civil servants and preventing them from working, blocking public road and threatening the media to report the news as demanded. This is clearly not civil disobedience as the world knows it.
5. Mr. Suthep writes in the letter that the PDRC wants to “…implement the reform necessary to ensure that the Kingdom of Thailand remains free from unjust and corrupt leaders in the future. Most importantly, a reform that will bring about free and fair elections and a truly representative government…” No one will object the reform of Thailand but in the case of Mr. Suthep I suspect that the reform is just a justification of the PDRC to acquire power to govern Thailand without going through the election. Is the so called “reform before election” proposed by Mr. Suthep equivalent to the underestimation of the ability of the Thai Election Commission to hold a free and fair election?
I wish to further inform Your Excellency that the PDRC and the anti-government protesters may exercise their constitutional freedom of assembly if it remains peaceful and without weapon. But the PDRC has no right to violate and infringe on the right to vote in the general election enjoyed by over 40 million people who wish to determine the country’s future. These rights are enshrined in the Constitution and the Universal Declaration of Human Rights. While democracy and the Constitution are fundamental guarantees of rights and freedom of the American citizens, they also are for Thai citizens.
